Challenge

Voicing the views of more than 145,000 rank and file police officers, PFEW is the official body that represents and support police officers on issues such as pay, allowances, and terms and conditions. A key challenge for PFEW has been advocating for greater pay and conditions from frontline police officers and raising the profile of their key political campaigns with Government and Parliamentarians and champion the needs of their membership.

Strategy

H/Advisors Cicero has supported PFEW’s core campaigns over the last few years in Parliament, including the #573 campaign, an initiative to support Federation reps to meet every MP in England and Wales, and the Copped Enough campaign, which is seeking to address the issue of police pay and the mental health of frontline police officers. We have supported the team build a close relationship with the Home Office team, which was complemented with a series of events in Parliament, including the PFEW Christmas Parliamentary Reception attended by over 50 MPs, and a programme of regional Parliamentary drop-ins with local MPs.

Outcome

As of June 2025, H/Advisors Cicero has organised over 220 meetings for PFEW with MPs across England and Wales. We supported the launch of the Copped Enough campaign in Parliament, that was well attended by Government and Opposition representatives, as well as supportive MPs and Peers. We also successfully lobbied the Home Office for the introduction of the Elizabeth Emblem in 2024, to commemorate police officers who die in the line of duty.
