Challenge

H/Advisors Cicero has been the retained public affairs provider to BAM Nuttall since 2013. We have been tasked with providing insight and analysis to understand how the changing political landscape impacts BAM and its clients, as well as increasing their profile with Parliamentarians, policymakers and officials.

This includes building a clearer understanding of BAM’s central role in delivering national infrastructure projects and advocating for the importance of sustainability and Early Contractual Involvement in Government procurement practices.

Strategy

In partnership with BAM business leads, H/Advisors Cicero developed the BAM Infrastructure Manifesto – a joint narrative and set of sector-specific asks. This document is now treated as the “go-to” document for senior BAM members of staff ahead of any stakeholder meetings, setting out its public-facing approach when it comes to policy areas that most impact the business.

We have also secured a regular meeting programme for BAM with relevant Whitehall Departments, Parliamentarians, as well as Ministerial and Shadow Ministerial figures across the major parties. This also include arms length bodies such as NISTA and GB Energy. We also provide regular strategic counsel to BAM’s leadership team to stay ahead of relevant policy developments.

Outcome

BAM now holds a stronger profile with relevant policymakers, enabling them to engage in constructive conversations that inform their wider business strategy. We have positioned BAM as one of the ‘go to’ voice for Parliamentarians on infrastructure led growth, with them hosting a roundtable in May 2025 with the Government’s Business Champion for Construction, Mike Reader MP. They are also hosting a parliamentary roundtable on COP30 in September. Our senior counsel has allowed BAM to stay ahead of important developments across procurement, infrastructure, transport, energy and defence over the years. This includes inputting into the development of the Government’s 10-year infrastructure strategy. Following a period of business transformation, we are now extending this offering across health and education.
