Matt Cavanagh joins H/Advisors Cicero as Senior Counsel

H/Advisors Cicero today announced the appointment of Matt Cavanagh as Senior Counsel. Matt brings over twenty years of high-level experience spanning politics, policy, and corporate public affairs. His distinguished career includes seven years as a senior adviser to the last Labour Government, providing him with deep insights into the workings of government and policymaking.

Matt’s arrival will strengthen Cicero’s expanding senior bench where he will support clients across the company’s established financial services and growing defence client base.

Matt spent a decade leading global public affairs for Prudential Plc, Britain’s largest insurance group. In this role, he managed complex public affairs challenges across the UK, Europe, US, Asia, and Africa, working closely with the CEO, Chair, and Board.

His extensive experience in the financial services sector also includes serving on the boards of Asia House and the UK-ASEAN Business Council, attending the Association of British Insurers (ABI) Board, chairing TheCityUK’s ASEAN group, and chairing the Asia-Pacific insurance group of the Institute of International Finance. He was also a founding member of Prudential’s AI Ethics working group.

Prior to his corporate career, Matt served as a special adviser to several senior Labour ministers between 2003 and 2010, including roles at the Home Office, HM Treasury (advising Gordon Brown), the Ministry of Defence, and ultimately in the Prime Minister’s office at 10 Downing Street from 2007 to 2010. His earlier career included roles at the John Lewis Partnership, the think-tank IPPR, The Boston Consulting Group, and as a philosophy lecturer at St Catherine’s College, Oxford.

Cavanagh’s appointment follows the recent appointment of Barbara McLaughlan who joined as Senior Counsel to support H/Advisors Cicero’s Health team.
