Legislative Barometer June 2025
Analysing the Government’s progress in this parliamentary session.

As the House of Commons rose for summer recess yesterday, H/Advisors Cicero legislative affairs has taken the temperature on the Government’s progress in this parliamentary session.

With an unusually high number of bills (40) introduced at last year’s King’s Speech, the Labour Government had a packed legislative agenda. In the attached document, our team has analysed the impact of the Bills still stuck in Parliament and those that have already reached Royal Assent.

This document contains:

  • Where the bills announced in July 2024 are now
  • Our assessment of the Government’s progress
  • The key themes of this parliamentary session, including the challenges of ruling with a large, but disloyal majority, and the growing assertiveness of the House of Lords
  • When the current parliamentary session may end
  • The Private Members’ Bills to watch out for
